The implementation opinions of Xinjiang Uygur Autonomous Region on accelerating the promotion and application of new energy vehicles drafted by the economic and Information Technology Commission of Xinjiang Uygur Autonomous Region has been deliberated and adopted. On February 17, the website of the government of Xinjiang Uygur Autonomous Region announced the notice on printing and distributing the implementation opinions of Xinjiang Uygur Autonomous Region on accelerating the promotion and application of new energy vehicles (hereinafter referred to as the opinions).

  The opinions made it clear that since 2016, all prefectures and cities in Xinjiang have selected 3-5 batches of pilot cities and towns to carry out the demonstration, promotion and application of new energy vehicles. The proportion of new energy vehicles purchased by public institutions and public institutions in the autonomous region in the total amount of equipment and renewal in that year shall not be less than 10%, and the application scale will be expanded year by year. By 2020, the promotion and application of new energy vehicles in pilot towns will reach a certain scale. The proportion of new energy vehicles in new or updated vehicles will not be less than 50%, and the proportion of new energy vehicles purchased by public institutions and institutions in the total number of vehicles equipped with updates in that year will not be less than 30%.

  It is reported that from this year, our district will expand the application scale of new energy vehicles in the field of public services. Pilot towns should strengthen the promotion and application of new energy vehicles in urban passenger transport such as buses and taxis, as well as environmental sanitation, logistics, public security patrol, postal, electric power, telecommunications and other fields, and constantly improve the proportion of new energy vehicles. Promote the application of low-speed electric vehicles in airport commuting, scenic tourism and remote areas to meet the diversified consumption needs of new energy vehicles.

  The Opinions also requires that the construction of new energy vehicle charging infrastructure in all regions and states be networked, basically covering the main public service places, vehicle intensive areas, commercial and residential communities and expressway service areas in pilot cities and towns, and the reasonable layout of the combination of charging station and power exchange station, and the combination of fast charging and slow charging. Accelerate the formation of a charging facility service system with appropriate advance in quantity and reasonable layout, with the charging facilities provided by users' residence and resident parking spaces as the main body, the charging facilities provided by urban public parking spaces and temporary parking spaces on the road as the auxiliary, and the urban charging tower, decentralized charging pile, charging station, intelligent charging pile and power exchange station as the supplement. Build fast charging facilities in expressway service areas and actively build Expressway intercity fast charging network. Units qualified to build or reconstruct parking lots shall, in combination with the new energy vehicle allocation and renewal plan, plan to set up special parking spaces for new energy vehicles and build charging piles at a ratio of no less than 10%.
