The second major problem of low-speed electric vehicle standards is safety. No one opposes this principle. The frontal impact requirements in the draft standard have been appropriately reduced, focusing on side impact. Because the focus of side impact is that ordinary cars collide with low-speed electric vehicles, it was proposed that because the width of low-speed electric vehicles is narrow, it is required to relax the requirements of side impact, which does not meet the use requirements and has no scientific basis and cannot be adopted.
Another big focus issue is whether to allow the use of lead-acid batteries. Our position is not to allow it. The reason is that the recycling management of lead-acid batteries in China is poor, there is lead pollution in many places, children's blood lead exceeds the standard, and individual enterprises are well managed. This provision can only be made according to the national situation. In addition, the opinions of government management departments are not unified, and most of them oppose it. Too much entanglement with this issue is likely to drag on for a long time.
Another objection to the draft standard may be that the standard is too strict and worried about significantly slowing down the development of low-speed electric vehicles. In this regard, the author believes that the rapid development of motor vehicles in China and the failure to keep up with the level of road construction, traffic management and urban planning are the main contradictions in China, the development of traffic in rural and poor areas is a secondary contradiction, and the interests of industries and enterprises are second. The interests of low-speed electric vehicle industry and enterprises should be subordinated to the overall interests. In addition, the current development speed of low-speed electric vehicles is also abnormal. Lax driver's license and insurance management and the connivance of local governments are important factors, and abnormalities should not be regarded as normal.
